E.target.dragging.enable() thanks for the answer but enabling the draggable option this way keeps making the markers draggable after a double click instead of a single click.But the problem is when i am trying to drag it to the border area the map is not moving.

You were right, the problem was that i did disable the map dragging just before adding the marker.Using leaflet v1.0.3 it's possible to drag markers by its option draggable=true but not so for other point features like circles, circlemarkers, points of polygons or polylines.Markers don't change their size when you zoom the map.
